It may be a misunderstanding, but I still think you're talking about
hub bolt which attaches the road wheel to the hub. These bolts are not
like double ended pins (with opposite thread at each end) but have one
end splied and pressed into the hub from behind. You need to hammer
out the broken bit and insert a new bolt, so the "special tool" (bolt
extractor) you mentioned is useless here. Rather, use a blow torch
