decent quality non-OE air filters

Hey cruiser-groovers,
Hope you are all well and that your cruisers are still dropping big
clods of Salisbury mud everywhere, like mine is - hehe. I put up a
post about foam air filters a while back and the general consensus was
'stick with paper'. I therefore wonder if anyone can recommend a source
of decent quality paper filters. I think the genuine ones are quite
dear, but the Milner ones don't seem much cop to me - the last one I got
from them didn't even have rubber seals on the top and bottom. Any
suggestions, gratefully received.

I use Fram filters from my local motor factors - they seem to do the
job OK.

I too have tried Milner filters, oil / air and fuel and likewise was not impressed. The cost of consumable items such as these is tiny as compared to the cost of a new injection pump or throwing a bearing on the crankshaft.
For me, it's a no brainer, good quality filters are essential. The Toyota filters are all significantly heavier than their non O/E counterparts, such as Fram / Cooper / Milner. I know - I have weighed them, yes I need to get out more. This tells me that they contain more / thicker filter media thus a better job is being done.
As regards the air filter in particular I happened to have a K&N pre filter at home, so with a slight mod it fitted over the Toyota filter and has been on for over a year. I still change the std filter as per service intervals, and clean it with low pressure air in between, the K&N is easy to clean. Whether the K&N really makes any odds is difficult to say.
If I was driving in dusty conditions I would use a snorkel and a Donaldson pre-cleaner leading to the std paper air filter.

I've also looked at Milner's prices and couldn't fail to be notice how
cheap they are - a U-joint for a tenner!

I've just been through a Milner UJ in about 5000 miles - the biggest
problem is the grease nipples make it impossible to attach a grease gun
and grease them properly.
I have swapped out the nipple for a different shaped one, but even
putting that in it started to pull out the threads so suspect it may
not be up to standard.
On the brake pads side of things, I will always go for Toyota ones -
the Milner ones don't last as long, fade more easlily and also leave a
lot more black soot on the rims.
