Peter,
As for an 'expert', call your local trading standards department and
ask them for the names of a couple of local auto engineers they know
of or use. (Usually they work as loners acting as independent expert
witnesses). You don't have to say why or implicate the garage.
These men are known by all the local garages, and when they turn-up
they know you mean business even if they come as a silent observer.
They will take pictures but guarantee not to use them if there is no
dispute. The honest garages will never ever question the engineer's
ability as he will be known to be a witness in prosecuting garages.
I did this once with a newly resprayed Volvo I bought from a Volvo
dealer. I got it home and jacked it up to change a wheel and the
jack went through the unseen and well painted filler into the sill.
The engineer never even developed his roll of film and the dealer
paid for a full rebuild with sills etc. and offered full access to
the engineer during the process should he require.
His time was very cheap and the effect on the dealer quite chilling ;o)
But of course, I took no action.
