standard size wheels ?
I've got the same model, same year, same mileage. I've done 40K miles in
this car and regularly keep an eye on consumption by resetting the mileage
trip when I fill up. I drive hard but have never got below 21mpg (that's on
long motorway trips at 80mph+). I fill up mostly at HGV bunker sites so I
guess it's bog standard diesel.
When I'm a little lighter on the right foot (but not stupidly so) I achieve
23 - 23.5mpg. I rarely use aircon, have roof bars but no roof rack.
Towing a large trailer obviously reduces MPG, but rarely below 19mpg.
Either you've got size 13 feet and wear heavy boots, or you need to get your
fuel system checked out (or maybe you've got a 500 watt sound sytem cranked
up to 10 all the time ?)

I was trying to find Van Aaken developments to optimise it but they went
bust in January. I did however find one of their staff who is offering
diesel tuning 'boxes' for the LC and I had one fitted last week. It has made
quite a difference to say the least! Bags more torque, smoother
acceleration, feels much quicker and seems to be using less fuel. 80 mph now
with only a whisker of throttle. I will know just how much better economy is
when I fill it up this weekend.

On another note how much change (if any) do you notice when activating
the power/ect button? I can't detect any difference at all!

To be honest I wasn't expecting anything revelationary, but it would be
nice to squeeze and extra 10-15% out of the thing.
I seem to remember simlar consumption pre roof rack, although I never
used it loaded.
