Yes thats an NI plate, its a jap import so those miles might be KM's

Not necessarily,you generally find fridges in 12V imports but for some reason not 24V versions, most but not all imports have the spare wheel carrier and most imports I've seen didn't have the N/S front mirror. The NI plate may just be an addition.

IMHO not unless it needs it, then you wouldn't buy it. It's just nicely run-in at 200k! BEBs would be my only recommendation (at almost any mileage) but that's from recommendation from others, not from experience, thank goodness!
