Sad news passed on to me from a club member who has a B&B/tourist place
in/near the BBNP, and had an appointment today with the Brecon Beacons
National Park RoW officer...
The discussion they had, ended on the subject of NERC... That itself ended
with the statement of...
.......he said "when it comes into force in Wales (could be as early as Nov)
possibly April next year, all lanes on the Brecons will close whatever their
status on maps, because they all come under the general heading of
restricted byways within the National Park and the BBNPA has every
intention of closing them all to motors via TRO's."
Go figure......

Thanks for this. The posting is a gross over-simplification of what
Eifion said in what was a 10 minute meeting. The position is that all
Restricted Byways (and dual status RB/UCRs) lose any vehicular rights
when s67(1) of NERC comes into force SUBJECT TO the exceptions contained
in s67(2), principally the "5 years usage" and "pre-1930" exceptions. In
addition, it is incorrect to say that "all lanes on the Beacons will
close whatever their status on maps" because the NERC provisions only
apply to Restricted Byways (formerly RUPPs), footpaths and bridleways.
Any UCRs that are not also RBs/footpaths/bridleways will be unaffected
as will BOATs.
