should my fuel tank be pressurised?

Hello i noticed that when i go and fill my tank up at the garage i release the cap and always get a rush of air, it was doing this in the summer so i put it down to the heat but now its about 3degress tonight its still doing it.

Is this supposed to happen or have i got a blocked breather?

Cheers Paul il have a look at my breather under the car.
I know it should have a bit of pressure but i think its geting a little to much when im taking out the cap so i will check the end pressure relief valve.

Forgot to add, there is a thread for cleaning the filler cap too which is an easy first fix
