I've done a little research and it seems the official height is up to 420mm.

EC Directive 94/20/EC stipulates that a vehicle in ‘laden condition’ should have a tow ball height of between 350mm and 420mm.

From <http://www.pfjones.co.uk/towball-heights.html>

I have a hayman reese towbar which sits at 545mm off the ground (unladen). So I need a drop of about 125mm. Assuming the suspension takes up a bit of weight etc. I am considering one of these

Which would give a drop of 4" / 101mm.
I don't have a trailer yet, but its probably going to be about 1000kg loaded. if that makes a difference. I'm heading to the US next week and want to pick one up while i'm there to avoid postage!

What is everyone else doing?

I have a receiver hitch similar to that...
