Usually its excessive pad wear, but it could be debris trapped by the rotor or a damaged pad shim. It needs attention anyway, don't just ignore it, it will cost more in the long run!
Turned out to be a sticky caliper which had worn down one pad much more than the other side. Has been freed so hopefully that's it but will check again in a while.
