I'd replace the inner seal as you're there... true, the outer is only a dust shield as far as I know. have you checked that the breather is free and not clogged? it's quite a common cause for the axle building pressure and pushing oil through the seal
It is an expensive process no doubt. If it helps there is a uk seller on eBay that sells brand new profiles for the full sills of the 90 for 60-70£ per side. May save some cost vs creating the profile from flat metal

aww good that damage was limited... from experience the LBJ from roughtrax are slightly better then the ones from Milners but they are both pretty low quality, I'd suggest OEM toyota or Sanko 555 only for the LBJ
