Had to follow this on the way to work this morning, I've since learned the owner is going to drive it from the High Wycombe in Bucks area to Glasgow,

Don't know, there was no signs of any frantic leg movements from underneath or any wobbling or weaving so I'm assuming battery powered, but if it was should it not have number plates & be taxed & insured.

Well i had to follow it at around 5 - 6 mph

If thats its top speed then it doesnt need tax, insurance etc.
