Does anybody recognise this type of towbar?

A couple of years ago I bought a towbar from somebody on facebook - all good.

Finally came around to fitting it a year later and cannot for life of me work out where 2 of the supplied brackets go.

The main side plates are easy enough (just insert a plate with captive nuts and bolt on) - its the little captive nut insert and 90° bracket I cannot work out! There doesn't seem to be a logical place for it. For a while I just thought the guy had given me surplus bracket and captive nut but then recently somebody else posted the same towbar for sale with the little brackets but not the big side plates!

I've seen similar designs where the L brackets wrap around the outside of the chassis on the forward most set of holes, sort of holding the long bracket on, spreading the load along a longer section of chassis?
 
I thought similar, but cant seem to make it fit - the 'captive plates' collide with that and it steps the main side plate out too much.
