Is any of the blower speeds working? Relay is under the dash, located to same relay block where are relays for head lights, head light dimmer and tail light. Common reason for no-go blower is blown resistor which is located next to blower motor.

Toyota number is 85969-90K00. If i remember correctly, i found this relay under the dashboard when i was searching for headlamp washer relay. So lie down on the driver side floor and look upwards (you´ll see steering wheel axle and million miles of wire spaghetti), and you might find correct...

5pin relay fits Previa and Corolla too so there´d be plenty of those on scrap yards. Cost is probably one third of Toyotas £126 so i´d try one, it takes a minute to test.

Headlamp cleaner has it´s own relay located at right hand front corner in the engine bay. My LJ70 had exactly same problem, i bought used part from Toyota Celica, Supra or similar and fixed the problem. Original relay seems to be un-waterproof because small circuit board was mostly corroded...
