Engine does not throttle down on idle when A/C is on

I have a 100 series Standard Landcruiser built April 1999. The air conditioner is run a least once a month. Recently when the air conditioner has been turned on the engine does not idle down. The air coming out of the vent is so cold that at times a fine mist can be seen. The compressor is also very hot to touch, however I have read that this is normal. The compressor is running quietly. Can you advise how to fix the idle control and should I be concerned how hot the compressor is running?

I have a 1999 also and it raises the idle when the ac is on i believe it is normal.
Also I to have mist from the vents sometimes but the ac is working fine so have not worried.
lastly the pump will probably be hot to the touch as is it bolted direct to a hot engine and it is under load pumping high pressure gas so will have some heat build up.
