Fuel Issue

For the past few months my 88 has started fine but after initial drive would not start. After waiting anywhere from 3 minutes to three hours it would eventually start. Last week it cut out while driving. Changed fuel filter but now no gas is flowing to filter and it won't start at all. Have had an electrical problem with tail lights lately and wondering if there is a connection (no pun intended) between the two. Also, tail light fuse blows when changed. Any ideas?

Fuel pick up in the fuel tank. There's a filter on the end of it. You are talking about a diesel 80 series arnt you?
