Pressurising of the fuel tank

Hi has anyone come across over pressurising of the fuel tank.
is there a vent in the tank or is there a valve in the fuel cap.
my auto electrician is looking into the rough idle and found the fuel tank pressurised which he thinks could be causing the problem
 
I believe there is a fuel tank breather next to the sending unit on top of the tank. You might have to drop the tank to get to it or you might be able to go in from the top through the inspection "hatch"/plug under the second row of seats. Its a large black round thing.
 
Im not sure if the 100 series has the same set up as my 95 series, but i do know that the tank gets pressurised and this is normal.

All fixed, needed to take the cap apart and clean the spring inside
