International driving permits post brexit

The only time I've ever been breath tested was France, in 2017. And they offered up their own kit. Didn't even mention the chance of me having one. They still sell them in the bigger Supermarkets, for a lot, lot less than ferry port prices.

My understanding is that the law says you must carry one. But there is no penalty for not having one.
