I thought over all voltage was a pretty good test for a 12v battery?

I.e if it charges to 12.7 volts then you're pretty safe?

I don't know where you are getting 12.7 volts from but that is about half charged, a fully charged battery is 13.8 but
even a battery showing 13.8 volts can still be knackered, the only way to check a battery is with a drop test drawing
a fixed load (usually about 125amps) for something like one minute, if it does not drop voltage it is ok.

I know that batteries need to be charged at 13.5+V, but this is the first time that I've read that a 12V battery should hold 13.8V to be fully charged.

This isn't 100% accurate for all batteries, but is good enough as a general guide:

The voltage should be measured under load (on a car you can just turn the headlights on).
