Is the fuel filter light suppose to come on for and go off when the ignition is started? Is this a self test? The is the 2.4Td

All warning lights should come on with the ignition circuit, but should, if the fixture is OK, extinguish when the engine is started. It is, as you surmised, a form of self check.
