Rust on boot door.

Hello guys.
I have rust on my tailgate door and keeps coming back.
I have treat it a few times with numerous rust treatments.
The problem is the part of the door it is on holds my numberplate lights.
The metal is very thin and fragile and just keeps rusting away.
It is very awkward to treat as were the rust is you dont get much room to do a proper fix.
I have googled the rear door diagram and parts come off.
Was just wondering if any other members have this problem and if they found a permanent fix.
I have been looking for a replacement door as a plan b option

I don't have this problem on mine, but mine is rusting on the inside a the very bottom on the hinge side.

That silver strip does pull off, so if you remove that you may be able to treat it a bit better.
