Thanks Warren that does make sense to me , basically i am using the phone as a router for wifi connection riding piggyback as it were . Roaming at present is not a problem and on the Romania trip i would view it more as back up . Helen doesn't download much at all its more facebook and bingo .

one last thing to mention is dont forget to turn off the hotspot once you are done as the ipad will remain tethered and not only will it use data but also battery.
