Battery balancer?

I disconnected the 12v supply and at 2000rpm the ammeter shows 13-16 (+) which makes a change from the needle trying to break out of he side of the gauge. The batteries are showing 12.08 (1) and 12.09 (2) and 24.3 across the two.
Everything works except the cig lighter which came from a BJ42 (therefore 12v) and the reversing light which is operated by a switch on the dash and not from the gearbox. R/light is a legal requirement so I can change he switch, bulb, etc and route he feed to the 24v fuse panel. I can search for a original non 42 cig lighter and re-route the feed - we use it for map light and phone charging.

I will get he batteries drop tested but , I think, my problem solved. Would you agree?

Thank you for all your advice an through it I have learnt something about electrics!
