Hi,
Jon's bonnet scoop and fan is a clever trick.
I am wondering how a fan of this size would improve cooling for an
intercooler positioned on top of the engine block and obviously
blowing air in, not out?

on the Mini IC is by air flowing over the IC and not through the IC (the air
then leaks out through the seal..........)
One valid point made is the fan is great in stationary / low speed
situations, prevents heat soak into the cooler etc but forms considerable
restriction when moving, given the intake and IC on a LC doesn't have to fit
the Mini package constraints there should be a way around that.
