Mama's LC won't start

Hi All,
As per above, Mama's LC HZJ81 won't start. Iv'e tested voltages on the starter relay and 12/24v changeover switch and can get at most 6v on the coil wires. Where to look to find the missing 6v? Is there another relay or something specific in the loom that is causing the volt drop?
Open to any and all suggestions. Local auto-sparky's not up to it.

What's the voltage on the batteries?

Both fully charged and new

Check the battery cable connections. Have you tried jumping it?

begin with cleaning the battery poles and connectors.

Talking of battery posts and connectors - sometimes its useful to use your multimeter and do a voltage drop test across the battery post and the connector - or a bit further down the cable

Thx for the suggestions, but batteries are brand new and well charged. This is the same car I had a wiring fire some time back so I'm assuming this is still a hangover.
I tried buying a wiring loom for the front but Megazip couldn't supply, saying no longer being made.
Seems I'll have to strip the front out and start all over again.
