You are getting muddled up with road tax exempt vehicles.
I was in our local MoT testing station a while back and they had a
pre-war MG in there. I asked them what they did to test it, and the
reply was more or less "you make it up as you go along, using sensible
mechanical judgement". So brakes, lights, chassis, and, err, um, that's
about it!
