Here I am trying to find a cutter for metal they call plasma in French and
dictionary say the same in English. But all are costing over 1000 euros
here! Are they cost so much in the UK too?

Hi Benoit,
You are right, they are called Plasma cutters.
Take a look at http://tinyurl.com/2ph3e5 - Machine Mart have branches
all over the place and do mail order.
Also take a look at http://tinyurl.com/3a3xlt - there are quite a few
new and second hand ones on ebay.

I think tools/materials are generally cheaper in France, so you'll
probably have more luck buying a plasma cutter locally.
Are you going to fabricate a bumper for yourself? Is it going to be
your own design or a copy?
