sounds about right .my understanding is that the UK government decided to allow rights/permissions to be traded as assets , the logic being that a market based system would be best.as with most other areas that this was applied to inevitably big players ended up with all the assets.In the abstract it feels more like a well disguised one step at a time coup along similar lines of supermarkets buying up corner shops .
except those who invest in big operations from afar.Their interest is to tear the arse out of it asap & then move on to something else.If it was up to me i'd scrap all that's gone before while recognizing those who already hold a commercial fishing license have invested heavily in a commitment to preserve fish stocks - its their livelihood at stake !
