This somehow controls the engine revs in relation to the transmission output. What is this function called and how does it work?

Generally it's the TPS Throttle Position Sensor

On an 80 auto there is a cable (often confused with being the kickdown) which runs from the same quadrant at the accelerator cable, down into the auto box. This mechanically works a lever in the box. There is then an electrical connection back to the IP. The cable sheath collects water and the cable rusts making it very sticky so you get fals readings. Also the end of the cable need to be adjusted correctlt at the top or you'll get erratic changes too. Cable fairly easy to swap out but not cheap. Adjusting is a simple affair.
