VAT Increase !!!!!!!!!!!!

Lots of websites selling products are saying " Beat the vat increase " on 31st oct.
What increase ? i haven't heard anything about it.

Saw this in Tescos. Apparently supplements didn't have full Vat on them in the past.

VAT in Spain went up to 21% on sept 1st but the system here also has low rated items - fresh food at 4% , prepared foods 8% ect but some items have shot up - transport has gone from 8% to 18 % as have other luxuries like glasses
