Does anyone know where I can can get a 30mm cam buckle?

Try a dive shop, or online dive shop - should be the same size as a tank strap cam buckle.

Metal or plastic?

Most common sizes are 25, 40 and 50 mm

Just remember the thickness of the webbing is important for the cam lock to work properly

Plenty of cam straps on eBay, other possible sources are handy straps.
