Cold Starting Issues

Im slowly working through the list of maintenance stuff to do on Cruiser and Ive now done the 2 main things which I thought would cure the clod starting issued Ive been having recently. Ive replaced the Glow plugs and re-built the starter motor but if anything it seems to have got worse!

Symptoms are:
Cold start (ie. Cold engine, doesnt have to be that cold ambient even), turn the key to the ON position and wait for the preheat light to go out (sometime do this a couple of times), then turn the key to START. Now before I replaced the glow plugs and rebuilt the starter one of two things would happen; either the starter would go all sluggish and the engine wouldnt start OR the engine would start on the first turn over but would run rough (sounds and feels like a misfire) and puffs of acrid grey smoke out of the exhaust with every misfire. Now Ive done the work it starts every time but takes a few revolutions of the engine to start the runs even more rough and misfires even more with even more smoke from the exhaust! Always as soon as the temp gauge starts to move she runs fine.

Ive checked there is voltage getting to the glow plugs and can hear the relays/timer clicking when they should and as I said the glowplugs are brand new quality ones from Roughtrax. I still have to replace the timing belt and I reckon the injectors are overdue replacement/service too as the truck has done 180k miles and I think the injectors are the originals. Does this sound like fubar/sticky injectors or should I look elsewhere?
 
The injectors could be tested by a diesel specialist. At 180,000 miles they will probably be due for replacement. I had the injector tips replaced at about 120,000 miles because I wanted to maintain reliability.

Just because they are working when the engine is warm, doesn't mean they are going to work properly when the engine is cold.
