Panel rust.

I noticed my offside rear bumper and mud flap were a bit loose yesterday,and having a closer look, the underneath of the quater panel has rotted away where the mudflap secures onto,the panel is solid and free of rust except for that small area,is it possible,does anyone know, of fabricating this area,and welding it on,

Go to a body shop you might be surprised how little they will charge , this is a perfect job for the trainee you get what you want and he gets a chance to practice at his skills
 
Thanks for that Shayne,i was thinking that way,but the art is to find a good one in the area,and not a bodge shop,which thier is quite an abundance of.

Even the best shop would just cut the rust away weld a plate in and finish it with body filler , a bad shop will use a little more filler than a good shop is all . Try looking for classic car specialists , they cost more but in there world everything needs to be as close as possible to original .
