Chassis Rails

Having taken the original bumper off to repair it I notice that at the end of the chassis rails, on each one, there is a type of bracket that appears to slip over the end and can be removed if you take the bolts out. What purpose to they serve?

Could they be the winch mounting brackets?

Need more info about your cruiser, is it an import model?
