Crime in South Africa !!

No doubt not jailing people for minor drug offences helps.

I think the underlying answer is "community" or in most cases the lack of it . Coming myself from a small Island it is very apparent to me how communities are for the most part self governing . When everyone knows your name you have no choice but to walk the line , anything else is social suicide . In Africa and even London a largely transient population means no lasting consequence of your actions , so unless caught nobody will ever know what you did .
