How to test the Electric fuel injector pump sensors

I own a Toyota townace diesel which is equipped with a Toyota 3C-E engine which has the same Electric Injector pump as 1KZT-E engine.
I am struggling to find out the root cause for my very strange starting issue.
The engine starts under cold conditions within 1second. But when it is hot(After driving for sometime and when I tries to start after engine was not operative for more than 5minutes) it takes about 4 seconds to start.
I want to check the spill control valve of the injector pump. Can some one assist me in this?
