There's a lot of metal in the axle and I would suggest you pre-heat the affected area with a large gas torch before welding - that should help to give good weld penetration.
(I'm assuming your welder is using a MIG system ).
TIG or gas would obviate the penetration problem.

Well what a difference Nice new shiney nuts and bolts make. Literally whipped the back axle off again today, took me about 2 hours. Got to take it to a local fabricators tomorrow, gonna make a new mount for the one thats broke and beef up the other side. £80 sounded good to me. With a bit of luck back on for the weekend snow.
