I searched google as well and found the same debate has been going on for years . Probably it was set to be introduced as law but common sense prevailed and so the legislation has been sat on a shelf gathering dust ever since . Towing a car out of harms way by whatever means has to be safer than leaving it where it is and hoping for the best .
