unfortunately the TRO is not itself proof of vehicular rights. There may or may not be vehicular rights but if challenged it would be up to you to find evidence and prove it ...
hasn't the whole route been permanantly TRO'd now?
huge gray area as technically its up to you to prove you had the right to drive the route (as Jon says), but you'd have to check the definintive map and whether there is a permanant TRO to make sure.
on the other hand if the sign says you can drive it!
