Seal below windscreen

Hi All,
First post so please be kind. I am asking about the troublesome seal below the front windscreen on my HJ61 series, specifically can I just let some bolts go on the mudguards then treat the area and reseal and refit the mudguards, I am really hoping I do not have to remove them completely. Any input is appreciated.

what problem is there below the w/s is it leaking into the cabin

Seal has fallen out, water I think is filling up the sill panel causing condensation and soon rust w will follow.

which side of the car is the water comming in & is it in the double panel under the floor pan
