Sounds like a nice trip, except for the timing/season.
When is fall for you? In the North Cape area it has already started. No
more midnight sun since end of July. And the weather getting colder.
My view is that the charm with the High North is the mid-summer and the
mid-winter. (I grew up there). In the winter-cold the light is as
special as during midnight sun, and maybe even more so. But it really
gets cold...
The autumn is perfect for hunting and fishing though, if you are equipped.
(warm woolens & rain-gear).
You ought to spend some time inland on the highland plateau stretching
from Norway into Finland, as the landscape, flora and fauna is
remarkable. Visit the great big local silversmith named Juhls if passing
through Kautokeino. This is in the centre of the Sami area.
What else? Yes, North Cape, been there, done that, saw nothing. It's a
nice place if the weather is good, but otherwise it's not the northernmost
point on the European mainland, not even the northernmost point on the
island, but in a way representing both.
On your way south, you could stop in Troms?, the Paris of the north, with
the highest number of places that serve alcohol per capita. Good for
nightlife & dating, e.g. Also a nice little university-town. Troms? also
has an active LC club it seems, with regular "get-togethers" in some
military training grounds. (From reading the NLCK website). Further
south: look at the pix at

And yes, all driving outside public roads can be reported & prosecuted,
except for on a handfull of tracks in the northernmost county Finnmark,
where you are allowed to drive in order to reach a fishing or hunting
area. I.e. bring a fishing rod.
